An Upstate man is charged with abuse and neglect after the death of his elderly father.
Spartanburg Public Safety Officers say Phillip Mitchell abused and neglected his father Phillip Sullivan after Sullivan suffered a stroke several months ago.
Officers found Sullivan dead in his home on Collins Avenue in Spartanburg back in July.
